Governing Council

Challenger Institute is a Statutory Authority established under Section 35 of the Vocational Education and Training Act (1996). Challenger’s Governing Council oversees the strategic directions and financial management of the Institute. The Council comprises up to 12 industry and community members which are appointed by the Minister for Training and the Institute's Managing Director.

The members of the Challenger Institute Governing Council are:

 

 

Chair: Ms PADDI CREEVEY

Paddi Creevey was elected as Mayor of Mandurah in 2005, building on her three consecutive terms as a Coastal Ward Councillor which included two years as Deputy Mayor.

Paddi has a Bachelor of Applied Science in Social Work and has worked at Royal Perth Hospital and at the Mandurah Community Health Centre for 20 years.

Passionate about her local community, Paddi has been instrumental in the development of a wide range of community organisations and services including the Pat Thomas Memorial House, Mandurah Home and Community Care and Peel Community Legal Services. She is a State Councillor of the WA Local Government Association, a Member of the Local Government Advisory Board and the Local Government representative for both the Peel Development Commission Board and the Waste Management Board. She has a keen interest in the links between the environment and community and economic development and she believes that strong partnerships deliver a better community outcome.

Deputy Chair: CDRE MIKE DEEKS, CSC, MMgmt, BA, FAICD

Commodore Deeks served for 32 years in the Royal Australian Navy, retiring in 2005. Service included command of three submarines and the Fleet Replenishment ship, HMAS SUCCESS. His awards include the Conspicuous Service Cross for service as the Submarine Group Commander and Senior Naval Officer, WA and the Australian Service Medal with Submarine Operations clasp.

Commodore Deeks is Vice Patron of the Australian American Association of WA, a Councillor of the Royal United Services Institute of WA, a Governor of the Leeuwin Ocean Adventures Foundation and former President and current Board member of the Submarine Institute of Australia. Since retiring from the Navy he served a period as Executive Chairman of the board of L-3 Nautronix Ltd, a Fremantle based company involved in underwater technology. He is presently WA Site Executive for Raytheon Australia, a technology and engineering company.

Commodore Deeks currently also serves as Deputy Chair of the Defence Industry Skills Unit Advisory Board and he is a Member of the WA State Training Board. His interests include ocean yacht racing, scuba diving, kayaking and reading. He has completed numerous offshore yacht races including four Sydney to Hobart Races.

 

Member: PROF. SELMA ALLIEX

Selma Alliex is the Dean, School of Nursing, University of Notre Dame in Fremantle. Professor Alliex undertook her Masters in Nursing qualification in India and completed her PhD at Curtin University of Technology, Western Australia. Her area of expertise is nursing education and qualitative research. She has worked in all areas of nursing and has current nursing experience as a Community Health Nurse.

Prior to teaching at the University, Selma was the Nursing Adviser for Professional Standards at the Nurses Board of Western Australia. Selma has nursing education experience both in Australia and overseas.

Member: Ms KAYE BUTLER

Kaye Butler is Human Resource Manager for the Australasian Strategic Business Unit of Chevron Australia.. Kaye has worked in the resources industry for most of the last 18 years and has a strong background in Organisational Psychology and Human Resource Management, holding graduate and post graduate tertiary qualifications in Organisational Psychology.

Kaye has been involved in a leadership role in projects in people development and organisational improvement across a number of countries including Russia, Brazil, China, Europe, North America and Australia, covering a broad range of issues, such as implementing key business initiatives, diversity in the workforce and Occupational Health and Safety.

Kaye also holds board positions on Palmerston Association and the Curriculum Council of WA.

Member and Committee Chair STEPHEN CAIN

Stephen Cain is the Chief Executive Officer of the City of Cockburn. Over the past 20 years he has held senior management positions in the private and government sectors and has extensive experience in logistics and management. He served 11 years as an Officer in the Australian Regular Army and is a graduate of the Royal Military College, Duntroon. He continues to serve in the Reserve Forces and holds the rank of Colonel.

Stephen holds a Bachelor of Arts Degree (Honours), a Graduate Diploma in Information Systems and a Masters of Business Administration. He is Fellow of the Chartered Institute of Transport and Logistics and is also a Governor of the Corps of Commissionaires, a not-for-profit organisation that assists ex-service personnel.

Since 2007 Stephen has served as Chair of the Challenger Institute Governing Council Performance Monitoring and Audit Committee.

Member and Advisory Board Chair: ANGUS CALLANDER

Angus Callander’s association with Challenger Institute includes a previous term on the Governing Council between 2002 and 2004. He has also chaired the College’s Maritime Industry Board since its inauguration in 2001.

Previously he was Chairperson of Central West College of TAFE between 1995 and 1997 as well as chair of their Maritime Industry Board between 1990 and 1997.

Angus is currently working as a consultant to the Fishing and Seafood industry in which he has more than 25 years of experience. including as CEO of Vinci Seafoods and General Manager for MG Kailis. He is also a current Director of the Western Australian Fishing Industry Council and Seafood Experience Australia Ltd.

Angus has a Bachelor of Business and post graduate qualifications in Management.

Member and Committee Chair: HELEN CATTALINI OAM

Helen Cattalini is a former Commissioner of Multicultural and Ethnic Affairs in the Government of Western Australia. She was awarded an Order of Australia Medal in 1998 for services to the community.

Since 1987, she has been a Director of Helen Cattalini Consultancy Services Pty Ltd, which specialises in social research and policy and program development in the government, local government and community sectors.

Helen is the Chair of Challenger Institute’s Planning and Development Committee.

Member: TONY EVANS

Tony Evans is general manager and secretary of the Western Australian Planning Commission.
Tony has extensive financial and commercial management and board experience in the oil and gas, mining and mineral processing, government, university and not-for-profit sectors. Tony has held financial and commercial management positions with Perth Diocesan Trustees, WA Petroleum Pty Ltd, Chevron Corporation, Murdoch University and Iluka Resources Ltd.

His current board memberships include deputy chair of the Joint Accreditation System of Australia and New Zealand (JAS-ANZ), Council of Chartered Institute of Company Secretaries Australia Ltd and Anglican Care. Tony is also a councillor of HBF and RAC WA.

Member and College Managing Director LIZ HARRIS

During her 20-year career in the VET and Higher Education fields, Liz has acquired a diverse range of experience, including working in VET internationally in Japan, Sri Lanka and Fiji and lecturing and researching in the field of Adult Education and Organisational Learning and Development at Murdoch University. She was also a National Project Director with the former Australian National Training Authority and Liz has worked for many years at executive level within the TAFE system.

Among other post-graduate qualifications Liz holds a Masters degree in Education, and her interest and areas of research include the role of workforce learning in organisational development.

As Managing Director of Challenger Institute, she has been keen to develop the important function of workforce development in building and maintaining the College’s role as a high-performing Learning Organisation.

In 2008 Liz led the Institute to achieve Gold status recognition against the AQTF Excellence Criteria which provide independent validation of the Institute’s commitment to quality and achievement. Under Liz’s leadership the Institute has been able to expand on its excellent range of industry and community partnerships. The success of the organisation under Liz’s leadership has been recognised with several recent awards.

Member and Advisory Board Chair: DAVID HOLLAND

David Holland is Principal Strategist and Director of Brighthouse, urban designers and tourism development consultants. David is a specialist in environmentally sustainable accommodation developments for the tourism, resource and retirement sectors. He has considerable experience in tourism operations, having owned and operated caravan parks and tourist chalet properties.

David has served as Chairman or the Peel Region Tourism Association, President of Caravan Industry Australia (WA), as a member of the WA Hospitality & Tourism Industry Training Council and Chair of Judges for the Western Australian Tourism Awards.

David has a Diploma in Caravan Park Management and is a registered builder. He chairs the Quinlans Hospitality and Tourism Training Centre Industry Advisory Committee for the Institute and has a strong interest in regional and indigenous tourism development.

David chairs the Quinlan’s Hospitality and Tourism Training Centre Industry Advisory Committee for Challenger Institute.

Member: STEVE MURDOCH

Steve Murdoch is Executive Director Australia for Cape PLC. He has extensive experience in Metallurgical Operations and Manufacturing, as well as in Underground Mining. Over the previous eight years Steve worked for Austal Ships (Chief Operating Officer), Smorgon Steel (General Manager - Manufacturing), Mount Isa Mines (General Manager - Metallurgical Operations; and Maintenance Manager - Metallurgical Plants) and Oaky Creek Coal (Underground Mine Manager - Oaky Creek North Long Wall Recovery Surface Manager).

He has a Bachelor of Engineering (Metallurgy) of the University of Queensland (1988). He is a strong advocate for traineeships and apprenticeships.

Member and Committee Chair: ROD OGILVIE

Rod Ogilvie is a Yamatji man from Naanda Country in Western Australia (Murchison). He has extensive knowledge and expertise on social issues and he has a strong commitment to social justice which is evidenced by the vast networks he established over many years of unswerving work in the community in Perth, the Kimberleys and the Hunter and Riverina regions of New South Wales.

Rod has held several management positions, both in WA and NSW, for government and non- government agencies. Since 2007 he has been the Manager Indigenous Employment with Macmahon Holdings Ltd where he is responsible for indigenous job placements for Macmahon, Australia wide. Prior to that he worked for SMYL Community Services on projects and training in both the Perth metropolitan area and Kimberley regions of Western Australia.

He has a Masters in Social Policy and Research and a Bachelor of Arts in Adult Education (UTS). His other qualifications include a Certificate IV in Assessment and Workplace Training (BSZ 40198) and Reach Trainer (Respecting Ethnic and Cultural Heritage, Department of Community Services NSW). Ron also has extensive training experience in the areas of Child Care, Aboriginal Liaison and OH&S.

Member: KEVIN WOODS

Kevin Woods is the managing director of Woods Matson Pty Ltd, a consultancy that specialises in business development. Kevin Woods is the managing director of Woods Matson Pty Ltd, a consultancy that specialises in business development.

Kevin has extensive senior management experience in secondary and tertiary education institutions, including as CEO for Excel Education and Alexander Education Group and pro-Vice Chancellor resources at Murdoch University. Included in this experience are appointments to the governing boards of several corporate and public sector organisations, including Murdoch College, MS Biotechnology and Uni Super.
